Card Congratulations (Decoupage)

This is a simple, classic, floral card which always looks good, and is very easy to make.  Pastel pearlescent cardtock  makes a lovely background for this design.  Then, perhaps, outline the scroll and the flowers with a glitter gel pen.  Ideal for cards, scrapbooking or table decorations.
